Baily, a native of Houston, was educated at Dean Academy and Phillips Exeter Academy and entered the University of Texas in 1889 where he lived in B. Hall. He received his B.A. degree in 1891 and went then to Munich, Germany, where he received his Ph. D. in organic chemistry in 1897. Later he worked in London and Aachen before returning to the University of Texas where he remained for the rest of his life. In 1847, Yale established the Department of Philosophy and Arts, which offered courses in philosophy, the arts, and the sciences.
